States need significant economic stimulus from Washington

And the only thing more volatile than the economy and the path of the virus is the rantings of Donald Trump.

For awhile, it seemed the president had closed the door on any stimulus before the election. “Well I shut down talks two days ago because they weren’t working out,” Trump said in an interview on Oct. 8 on Fox Business Network. “Now they are starting to work out, we’re starting to have some very productive talks.”

It’s actually Treasury Secretary Steven Mnuchin and House Speaker Nancy Pelosi who have been doing the talking. But those negotiations until Friday afternoon mostly centered on renewing aid to airlines, which furloughed more than 30,000 workers when their last round of payroll supports expired Oct. 1, and another round of $1,200 stimulus checks that Trump could put his name on.

Federal Reserve Chair Jerome Powell has warned that too little government support “would lead to a weak recovery, creating unnecessary hardship for households and businesses.”

It’s urgent that economic stimulus go beyond checks for individuals and deal with the serious budget crises faced by cities and states that employ millions of Americans and provide critical services in the pandemic.

The chairmen of the Massachusetts House and Senate Ways and Means Committees are trying to figure out how to deal with the ripple effect of those revenue shortfalls absent federal help to bolster what in January was projected to be a $44.6 billion budget.

House Chair Aaron Michlewitz, addressing a State House hearing, said lack of federal aid “will have a drastic negative impact on the commonwealth’s finances.”

Senate Chair Michael Rodrigues said lawmakers must put forward a budget “as soon as possible,” adding, “In the face of glaring federal dysfunction and an ongoing public health emergency, we have a job to do.”

Americans Spent More on Utilities and Health Care in 2019 | Best States

State personal consumer spending increased in 2019, according to data released Thursday by the Bureau of Economic Analysis. The increase reflects a pre-pandemic world, without the impacts of the economic downturn, making the data almost unrecognizable in today’s current climate.

The 2019 consumer expenditures saw a 3.9% overall increase, decelerating from a 4.9% increase in 2018. Those spending increases in 2019 ranged from 1.8% in Vermont to 5.7% in Utah.

Here are five takeaways from the data:

Americans Spent More on Utilities and Health Care

Expenditures on housing and utilities, at 4.3%, and on health care, at 4.5%, were the leading cause of spending growth on the national level, across all states.

Utah Was Top State for Consumer Spending

Spending on financial services and insurance in Utah increased by 10.5% in 2019, leading the state’s growth. Housing and utilities expenditures were the second-largest contributor to growth in the state with a 5.1% increase.

Other Western States Saw Fastest-Growing Spending

Americans Spent Less on Energy Sources and Motor Vehicles

Gasoline and other energy goods, and motor vehicles saw the largest expenditure decreases in 2019 on the national level.

In Vermont, the state that saw the slowest expenditure growth; spending on gasoline and other energy goods decreased by 7.5%, and was the leading contributor to slow growth.

Analysis: 28 states have seen increase in new coronavirus cases in past two weeks

Twenty-eight states, as well as Washington, D.C., and Puerto Rico, have experienced increases in new COVID-19 cases over the past two weeks, a trend that could be treacherous as the flu season approaches.

ABC conducted an analysis that also revealed increases in new daily positivity rate for 25 states, increases on COVID-19 hospitalization in 35 states, and upticks in daily COVID-19 deaths in 18 states and Puerto Rico.

These data contributed to the rise of the seven-day average of new cases in the U.S. to over 44,000 –– the highest it has been since Aug. 21.

Some of the current hotspots in the U.S. are the Midwest states, including North and South Dakotas, Wisconsin, Indiana, and Nebraska. ABC notes that two states in particular, Montana and South Dakota, recorded their highest single-day increase in new coronavirus cases this week.

Hospitalizations in the Midwest have also hit record highs.

Other regions in the country, like the Northeast and South, are relatively low, although Northeast states are seeing increases in cases, with seven-day averages of new cases hitting the highest numbers seen since June. 

Meanwhile, the South still contributed over 45 percent of the country’s daily regional caseload, averaging 18,000 new cases a day. 

States out west like Montana, Idaho, and Utah have also witnessed increases, with a 26 percent new-case uptick reported over the past three weeks. 

Montana Gov. Steve Bullock (D) recently announced that the state’s health department will be publicly displaying hospital bed capacity and ICU status on Thursday.
